DIWASS and Annex VII for scrap and metal traders

The new EU Waste Shipment Regulation has applied since 21 May 2026: cross-border shipments are documented in the EU system DIWASS. For Annex VII shipments, a transitional period runs until the end of 2026. Where things stand – and what to do now.

The essentials

What is DIWASS?

DIWASS (Digital Waste Shipment System) is the European Commission's central system for the electronic exchange of information and documents on waste shipments. It is based on Regulation (EU) 2024/1157; the technical requirements are laid down in Implementing Regulation (EU) 2025/1290.

It does not only concern waste subject to notification. Shipments of green-listed waste for recovery – the usual case in the trade with stainless and high-alloy scrap – will also run through DIWASS: the Annex VII document becomes an electronic record.

What applies to Annex VII shipments until the end of 2026?

The connection of local systems and software to the central system does not yet work as intended for Annex VII documents. A transitional period therefore applies from 21 May to 31 December 2026: Annex VII documents can still be kept on paper. For Germany, the Federal Environment Ministry (BMUKN) and the federal states announced the details on 28 April 2026; other Member States have their own arrangements, so check with your competent authority.

What applies from 2027?

According to the announcement by BMUKN and the federal states, the obligation to document electronically must be met as quickly as possible and from 1 January 2027 at the latest. In September 2026, the associations bvse, BDSV and VDM called for the transitional period for paper documents to be extended until at least 30 June 2027. Whether this will happen was open at the beginning of October 2026.

Those who prepare registration and processes now are ready for either outcome.

Registering in DIWASS: how to proceed

Have your number ready

You need your EORI number. In Germany, companies without one use the business identification number (W-IdNr.).

Set up EU Login

Access runs through an EU Login account with two-factor authentication.

Register the site

Every site involved is registered on application to the authority responsible for waste shipments. In Germany, the federal states' platform GADSYS provides the information.

Wait for authorisation

The authority checks the details and grants access. There is no access before that – so apply early.

Check your partners

Suppliers, consignees, recovery facilities and carriers have to be registered too: in DIWASS, parties are selected from lists, not typed in.

Choose how to connect

DIWASS can be used through the Commission's web interface or through software connected via an interface (API).

To connect software, the operator must already be registered and have an authorised user. The connection details for the interface are issued by the Commission's helpdesk.

Can Annex VII still be kept on paper in 2026?

Yes, until 31 December 2026. In Germany, the new Annex VII form of Regulation (EU) 2024/1157 has to be used.

Do I have to register in DIWASS despite the transitional period?

Yes. In Germany, BMUKN and the federal states call on all parties to register without delay. Without registration, a site cannot be selected in DIWASS later.

Do I need a notification for stainless and high-alloy scrap?

Green-listed waste for recovery is generally subject to the general information requirements of Article 18 (Annex VII), not to notification. What matters is the classification of the waste and the country of destination; if in doubt, ask the competent authority.

Can I use DIWASS without my own software?

Yes, through the European Commission's web interface. Connected software avoids entering the same data twice.

Does MARS-ERP send Annex VII documents to DIWASS?

MARS-ERP already creates the documents today. Submission to DIWASS is planned as soon as the European Commission opens the exchange for Annex VII documents; until the end of 2026 they are kept on paper under the transitional period.
